Arma submits Franklin water proposal

The Arma City Council passed a motion to submit a purchase contract proposal to Franklin Rural Water District No. 7 at its Monday meeting.

The district currently purchases water wholesale from Arma, but felt that it could not meet its 25-year purchase agreement. The district also disputed an $11,000 payment for the addition of six-inch water line the city laid to the district.

Arma had previously looked into acquiring the district, after No. 7 asked to city to do so. But officials decided not to acquire the district, whose officials in response said they wanted to terminate the purchase agreement — which they have the right to do after 180 days notice. The proposed contract now would continue the 180 days notice requirement, but changes the purchase agreement to five years. The contract also proposes the district purchase 300,000 gallons per year instead of 500,000, among other changes.

“I don’t want this to be a deal-breaker,” council member Rock Anderson said.

The council also formally accepted the resignation of long-time council member Don Zornes, who moved to Linn County.
“Reluctantly, we have accepted Don’s resignation,” council member Buddy Bualle said.

Anderson said he shared Bualle’s sentiment.

“Don has always been a voice of reason in the community...for all to hear,” Anderson said, adding a motion to have a plaque made in Zornes’ honor.

The mayor and council will appoint someone to fill the remainder of Zornes’ term. Bualle said anyone interested in the position should submit a letter of interest stating their reason for wanting the job and their qualifications to the council by Oct. 26. The council will designate Zornes’ replacement at it’s Nov. 5 meeting.

The council also announced that the city will have a surplus equipment sale on Friday, Oct. 5 from 8 a.m. to 5 p.m.
Anyone who is interested in the sale can obtain a list of items at Arma City Hall.

Also Monday night, the council voted to proceed with plans to expand the Arma City Library. And during his police chief’s report, Al Combs said officers had identified a suspect that had been stealing copper over the past three weeks and reclaimed much of the stolen metal. Officers also had identified and located suspects in four separate gas drive-offs.
