Crawford County Commissioners were in a giving mood Tuesday, and distributed grant monies to area organizations and agencies.
“The Elderly and Historical Funds are funded by property taxes, while the Special Parks and Recreation and Special Alcohol Funds are funded by a portion of the state tax on sales of alcoholic beverages in the county,” said county clerk Don Pyle.
He noted that the actual amount distributed to each of the organizations could be slightly smaller if tax collections during the year are less than expected.
“By a resolution dating back to 1993, the Special Alcohol Fund goes to Crawford County Mental Health and the Crisis Resource Center of Southeast Kansas,” Pyle said. “They share these funds.”
The amount awarded for 2013 are $18,303 to Crawford County Mental Health and $5,197 to the Crisis Resource Center.
Commissioners evenly divided the Parks and Recreation Fund, with each applicant due to receive $296. New Hope Special Olympics was a new applicant, while two previous applicants, the City of Girard and McCune Ball Club, did not request funds this year.
Other recipients were the City of Arcadia, City of Arma, Arma Summer Recreation, Cherokee American Legion, City of Cherokee, Cherokee Little League, Crawford County Fair Association, Franklin Community Park, Friends of McCune Memorial Park, City of Frontenac, Frontenac Recreation, Frontenac Youth Leagues, George C. Receiving money from the Historical Fund were the Arma Library Historical Section, $100; Cato School Preservation, $700; Crawford County Historical Society, $12,000; Franklin Community Council, Heritage Committee, $5,900; Friends of Historic Girard, $500; Museum of Crawford County, Inc., $4,000; St. Aloysius Historical Society, $500; Stilwell Heritage Foundation, $500; McCune Osage Township Library, $290; and Raymond Community Home, a new applicant, $290.
In many cases, the amount of funding granted was less than that requested because of budget constraints. Commissioners regretted that, but said they had no other option.
“I went through all these requests last night, and everybody is legit,” said commissioner Carl Wood.
“These are some good programs the county helps with,” Pyle said. “Sometimes you wish you had deeper pockets.”
In other business, commissioners granted a request by Pete Scales, chief of Fire District 4, for a credit card with a limit of $2,500, and also approved a cereal malt beverage license for the Crawford County Fair Association.
“This is the first time I can remember that they’ve applied for a license,” Pyle said. “That’s a nice facility out there, and maybe it will get more use.”
The commissioners did get some good news about money coming in from Jim Emerson, county counselor.
“I had a visit with some Kansas Department of Transportation people,” he said. “They’ve processed our claim for the patching and dust control we had to do because of the unofficial detours people were using on county roads while they were working on Highway 47.”
KDOT offered the county a sum over $65,000 for that, and also offered $142,000 if the county would take over the little road leading to Farlington.
“They’re looking at getting rid of highways that are less than one mile, and this one is seven-tenths of a mile,” Emerson said.
“We’ll wind up with the road anyway, so we might as well get the money,” said commissioner Bob Kmiec.
