Girard City Council members hammered out an amended 2013 capital improvement projects budget during a special meeting Monday night.

At the beginning, city administrator Gary Emry said that the city’s CPA has recommended cutting the capital improvement budget from $500,000 to $450,000.

“We need to re-prioritize 2013 in that light,” he said.

The first item up for discussion was a Bobcat for the street department, and the council decided to obtain it through a lease/purchase program rather than outright purchase, bringing that 2013 cost down from $57,000 to $20,000.

The $100,000 budgeted for rehab of the city swimming pool was cut to $60,000.

“We still need to address accessibility of the kiddie pool,” Emry said. “We also need new diving boards. The current ones have been there since the pool was built, and they should have been replaced twice by now.”

“The unknown thing here is whether we’ll have any more pool leaks,” said Girard mayor Maurice Harley.

Cart paths at Crawford Hills Golf Course were discussed. A total of $75,000 had been budgeted for their completion during 2013, but there was discussion about possibly spreading this out over two or three years.

“We’ll leave all $75,000 in the budget, but we may not spend it all,” Harley said.

Council member Susan Thom brought up the need for a sidewalk to Dollar General for the safety of those walking to the store.

“Now that the Bobcat is moved to lease purchase, lets put in $15,000 for the sidewalk,” Harley suggested. “We might be able to do a block a year.”

Emry asked if council members wanted the sidewalk to be done by a commercial firm rather than city crews.

“I don’t think you can get anybody commercial to come in for one block,” said council member Sharon Mattson.

“If you bundle it with the cart path project, you will,” Emry replied. “I’ll ask for bids on the whole golf course and the  Dollar General sidewalk and see what happens.”

Thom also brought up the need for repairs on the Raymond Community Home roof.

“There are holes and birds are getting in,” she said.

“There is a Heritage Trust grant that could be a partial solution to the Raymond Home roof,” Harley said.

The 2013 amended capital improvement project budget, based on a budget of $450,000, is as follows: Bobcat lease purchase, $20,000; meter truck, $15,000; ton bucket truck, $120,000; pool rehab, $60,000; public works building repairs, $50,000; vests/web gear for police, $7,000; sign machine, $6,000; street sweeper lease/purchase, $165,000; downtown engineering, $35,000; 10 sets of fire gear, $13,000; Girard Public Library flooring, $6,000; police a/v equipment, $5,000; cart paths, $75,000; sidewalks, $15,000; Safe Routes, $73,500; and Roye facility, $20,000.

A number of improvements have already been completed. These include department lease/purchase of a fairway mower, tractor, contour mower and tee mower, all for Crawford Hill Golf Course; and purchase of a Gator and mower for the Girard Cemetery, financed through the Cemetery Perpetual Fund.
