Dear Editor,   I love dogs, bit or small, and I have a dog which is kept indoors or in a fenced yard. Many people don't have a yard for their dog. Even with a fence a routine cleanup is necessary. It's part of the responsibility of having a dog, like feeding, etc. But I have a big problem with people who walk their dogs, big and small, and let them do their "business" anywhere and don't pick it up.
