My name is Ralph Black, a Hawaii tax attorney and a sworn police officer for Arcadia, KS. 
I am writing to respond to a letter from Jack Payne which directly or by innuendo alleges some wrongdoing by myself, Officer Mark Hunsaker and elected officials in the City of Arcadia.
Mr. Payne, representing the a vocal minority (maybe 8 people) raises questions regarding the costs and expenses incurred by Officer Hunsaker and myself when we travel from Hawaii to serve the community of Arcadia.  The response is simple.  We pay all of our expenses, including airfare, hotels, food, equipment (even our guns, ammunition, batons, pepper spray, etc.) and uniforms except two polo shirts.
As Arcadia has no funds to acquire police cars which benefit the citizens and provide safety for the officers, Officer Hunsaker and myself each expended more than $21,000 of our personal funds to provide the use of two fully equipped patrol cars which has been approved by the city attorney for Arcadia.
Mr. Payne concludes his letter by saying Arcadia citizens, pay attention!!  This is the one point that I am in total agreement with Mr. Payne.
The citizens of Arcadia should be asking themselves, why is Jack Payne, the former Mayor, writing this kind of letter?
Could it be that he was upset when stopped for speeding by Officer Hunsaker, although he was merely issued a verbal warning?  Or could it be that he lost his re-election bid to a write-in candidate?
Yes, Arcadia citizens, pay attention!!!
