Rosary 7:00 P.M, Wednesday, April 30, Downing & Lahey Mortuary East. Funeral Mass 10:30 A.M., Thursday, May 1, All  Saints Catholic Church.  Herb was a baseball scout for approximately 50 years, working for 3 different Major League teams.   The last 23 years were spent with the Cleveland Indians.   He was voted the NBC Scout of the Year in 1998, 2004 & 2005.   Herb was inducted to the Kansas Baseball Hall of Fame in 2001 and to the NBC Hall of Fame in 2007.  He is survived by his wife, Marie (Costantino) Hess; daughter, Sherry Freund (Michael) of Wichita, KS; son, Marty Hess (Anna) of Bel Aire, KS; grandchildren, Britt Freund (Denise), Jerrod Freund (Kristen), Marni Freund, Chris Hess and Kelly Kerfoot (Jason); great-grandchildren, Shay, Brayden and Amalya Freund.  Memorials have been established with the Kansas Baseball Hall of Fame, 4700 E.
